The difference between c and c++ is that c++ is object-oriented, and c is function oriented.

C# is a type-safe (not 100% sure about type-safety but let's say it's mostly safe) object-oriented language invented by Microsoft for the .NET Platform. It's was based without a doubt on Java. It's easier dans C and C++ both to learn and to use. It will eventually replace C/C++ as the may language for developping apps on Windows.
The .NET Framework SDK is free. It doesn't come with an editor but you may have a eye on SharpDevelop which is a free open-source editor. I would give you the page on the wiki that talk about C# but HProg.org doesn't work for me yet (DNS problem :( )
