Will foreign programs work on American OS?

I never realy thought of this before, but would a Japanese program (A IRC client) work on American Edition of WinXP?

It should, provided you have the correct fonts and the program handles non-japanese OSs in an intelligent way.

Are you Japanese? I'd like to thank you for your awesome sport compact cars, I'm getting an Acura Integra Type R. Aren't there the different regions? As far as I know Japan is PAL and America is NTSC. But then again it isn't a DVD or anything so you should be safe.

PAL and NTSC are TV signals nothing to do with computers.
NTSC is the american system, almost everywhere else uses PAL (Japan uses PAL-J I think)

Japan uses NTSC TVs. Whenever video game sites talk about mods Japan to US they never mention converters.

Ok, thanx! Im pretty sure I have the fonts, since I installed the Japanese language pack that came with XP. And Iv been able to correctly veiw Japanese websites.

No, Im not Japanese, I was just wanting to be able to go to Japanese IRC channels so I could practice my Japanese. Not sure how it will work since the keyboard maps are so different, but Im going to try it out.

Well when I was in Japan, everyone was warning me to check what I bought because it might not work on my electronics in America. Also on my Sega Saturn disks it says NTSC.

Yeah, Japan and US use NTSC format (Or whatever you call it...) and Europe uses PAL version. The reason JPN games wont work on US consoles is because each console has a region chip in it. That's one of the legit reasons to use mod chips.
