Wargames are a [modern] hacker game. There are several scenarios, such as capture the flag. Wargames aren't illegel, in fact I would think they are a good way to learn various tehcniques. www.ghettohackers.com is a capture the flag team. You can also win large sums of US$ in soem of the compotitions. Ithink there is anotherite "Happy Hacker" or soemhting like that, has information on War Games.

Are they off-tpoic - I'd have thought they'd be good for seeing how to brake into systems, so you can make your own secure. On the other hand they are Hacking(In the abused sense of the word).

It depends on hwo you look at it, is the glass half full or half empty? True it is a good way to secure your system, but many use Wargames as a live action practice for a real hack. Though some groups, such as Ghetto Hackers, do operate within the law.

If you want to practice hacking, surely you could ask one of your freinds to set up his as the one to crack and keep trying to get in. And also, they could allow people to practice their hacking desires without harming anyone.

That's kinda what wargames is, I mentioned the Capture the Flag scenario, but I would imagine that there are 1-on-1 scenarios as well.
