how do you setup a network that is independent of the internet but available to a whole continent

VPN still isn't independent of the internet.

Use a dail-up connection. That's pretty much the least expensive solution. If you're rich, you could consider a WAN with leased T3 (or better) lines.

This is a whole lot more expensive than an ordinary internet connection.

Well, I'd move to a continent with one internet backbone, then just cut that backbone. Bamm, continent-wide network!

Setup Internet v.2 with its own protocol local to that continent.

No, wwwX just means they have more than one server and you are being redirected to another machine in their network. The internet2 is a completely separate thing from the internet.
